On August 28, 2007 the Republic of Tajikistan and the Republic of India noted to celebrate 15-years of establishment Tajik-Indian diplomatic relations. These two countries historically linked by long-standing tradition of close cooperation and friendship between the people, deep cross-cultural relations. Under the new statehood of the Republic of Tajikistan relations between countries moved to a new stage of development.
The Republic of India was one of the first foreign countries, which recognized Independence of a new country in the Central Asia, the Republic of Tajikistan and on August 28, 1992 were signed agreement of the establishment diplomatic ties between Tajikistan and India. After one year the Republic of India opened its Embassy in Tajikistan. The Republic of Tajikistan opened its diplomatic mission on August 2004 and on April 2006 appointed first Ambassador of the Republic of Tajikistan in the Republic of India.
Sins the independence, the Republic of Tajikistan has clear and peaceful foreign policy with priorities of the principle of transparency, fairness and multilevel. The conceptual structure of the Tajikistan foreign policy based on three fundamental components:
First, pragmatism in foreign policy and equal mutually beneficial cooperation;
Second, the legitimate interests of international acts in Central Asia region;
Third, to conduct predictability foreign policy in international relations.
In 2002 the Republic of Tajikistan declared of a new foreign strategy in its foreign policy. It was “open doors policy”, which means open cooperation with all countries in the world on the principle mutual respect, bilateral and mutual cooperation.
Over the past 15 years of diplomatic relations between Tajikistan and India was constructed a strong contractual and legal bases for bilateral cooperation. A wide range of interaction between our countries covers the political, commercial, military, cultural and other areas.
Currently, the Republic of Tajikistan and the Republic of India signed more then 30 interstate, intergovernmental and interdepartmental treaties and agreements at different levels of government. Under the package of the agreements cooperation between two countries improving in political, scientific, cultural, trade, military and humanitarian spheres based on bilateral relations.
Tajik cadets from Ministry Defense of Tajikistan are training in India to in the future serve in the Air Force in Tajikistan. Military engineers from India are reconstructing a military airfield in the amount of more then $ 10 million.
Today, Tajikistan is in the same or similar positions with India and has consistently supported its initiatives and efforts to narrow and wide international platforms of the UN system, SCO and other international and regional organizations. The political leadership of Tajikistan supports India’s position on key international issues such as the reform of the UN solution to the Kashmir dispute and the further development of post-conflict Afghanistan. Tajikistan and India have repeatedly started their interest in establishing constructive interaction in fighting against international terrorism in all its form and manifestations, expressing their trouble on emerging drugs in the region. In this regard two countries have formed a working group, which is now met twice and already have good effect.
State visit of the President of the Republic of Tajikistan Emomali Rahmun to the Republic of India in August 2006, gave great impulse on Tajik-Indian relations. During the visit, the parties signed 5 documents on bilateral trade and economic package, scientific, cultural and other issues.
Tajikistan Parliamentary delegation also visited India, senior expert group from ministers of defense, Energy Company of Tajikistan “Barki Tojik”, Academy of Sciences and others. From Indian side senior officials of the Government of India visited Tajikistan.
Visit of the Prime-Minister of India Vajpayee in 2003 was an important step in the political life of the two countries. Minister of External Affairs of India and Minister of State for Foreign Affaires also visited Tajikistan. These visits have yielded positive impulse to increase political and economical relation between two countries.
Currently the Republic of India readies to participate in the reconstruction of Hydropower sector of Tajikistan. In 2006 the Government of India opened grant about $ 13 million dollars for the reconstruction of Varzob-1 and stressed that India is ready for participation and realization energy projects in Tajikistan.
From the glaciers the biggest rivers are stemming which are intensively used in national economy. In Tajikistan there are more than 2,500 rivers and channels of total extension around 90 thousand km.
The volume of water contained in the lakes is about 46.3 cubic km. The reserves are estimated at 19.3 cubic km of fresh water and 16.2 cubic km of underground water. This all is high on mountain gorges with major altitude difference. It should be noted that 55.4 percent of Aral Sea is coming by rivers of our country.
Tajikistan is possessed of inexhaustible hydropower sources, ranking 8 in the world concerning total quality, and is first for specific reserve (per head and per unit area). The potential for hydropower is estimated at over 527 billion kW.
The considerable energy sources available have determined the sector development policy by constructing hydropower plants that in turn has created possibilities for power-consuming industries. The installed capacity totals 4,070 thousand kW.
Given the limited transfer capability, existing 500kV transmission lines in the electricity pool of Central Asia are not capable to increase the country’s export potential in summer. Regarding the transmission of electric power to Russia, construction of new links, such as 500 kV OHL “South-North” is essential. This transmission line will considerably improve the synchronous operation efficiency of power systems of Tajikistan, Turkmenistan, Kyrgyz Republic, Russia, South Kazakhstan and Uzbekistan. Receiving low-cost hydroelectric power from Tajikistan, the neighboring countries could sail their more expensive power to the West. We are convinced that a reliable solution will be provided concerning the energy interchanged between the Central Asian republics in summer and winter; and the energy distributed from Rogun and Sangtuda-1 to South Kazakhstan and Russia and, in perspective, to foreign countries: Afghanistan, Pakistan, Iran, India and China.
The Republic of Tajikistan and the Republic of India are still unrealized potential, which they have for mutually beneficial cooperation. Tajikistan hopes that the accession of India in the SCO would Tajikistan and India to increase their relations to a higher level, not only on a bilateral basis but also within the framework of joint projects SCO.
Today, an important sign of the relationship between Tajikistan and India is to revive and develop the relationship. India – one of the main partners of Tajikistan in the region and expand cooperation with it a priority foreign policy orientation of the Republic of Tajikistan.
Tajikistan is inviting India, Indian companies for investment on economy of the Republic of Tajikistan, which giving great hope in near future.
It was great events that in 2006 in Tajikistan ware opened several joint ventures, including the production of medicines, a producing line for the processing of fruit and juice production and was opened Center for Information Technology under the Ministry of Economic Development and Trade of the Republic of Tajikistan in Dushanbe. The Indian company “CHL International Ltd” is constructing new five stars Hotel in the capital of Tajikistan.
Tajikistan and India a very often exchanging on cultural events between each other’s. They are very close on cooperation in IT sector.
Everybody believes that a mutually beneficial cooperation of the Republic of Tajikistan and the Republic of India in the interest of both two friendly people, contributing to stability in the region and the further development of our countries.
