MESSAGE
The Republic of Tajikistan is situated in the South-East of Central Asia and occupies the territory of 143,1 thous. km2. In the West and North it is bordered by the Republic of Uzbekistan and Kyrgyz Republic, in the East - with the People’s Republic of China and in the South – with Afghanistan.
Scholars, politicians, journalists and experts have nominated the relationship between the Republic of Tajikistan and the Republic of India as mutually beneficial for both countries in last three years.
Today, the relations between Tajikistan and India are becoming more significant. Not only bilateral economic and political interests determine them. They are also directly influenced by the common desire for maintenance of stability in Afghanistan and region as well.
One of the basic directions of the foreign policy of Tajikistan, in accordance with the message of the President of the Republic of Tajikistan Emomali Rahmun it is improving relation with India in all spheres.
The relations between the Republic of Tajikistan and the Republic of India improved and increased after the state visit of the President of the Republic of Tajikistan Emomali Rahmun (august 6-10, 2006). During the visit, our countries signed several Agreements, which will improve bilateral relations in economy, scholarship, cultural, energy sector and others in near future. All this demonstrated the great interest and willingness of Tajik and Indian people to make our relations stronger and mutually beneficial, and the business communities of our countries should play the role of locomotive in this convergence. Today, according to the people, foreigners, investors, who are coming to our country, frankly say that Tajikistan is a stable country and its economy has a good future. That is why their cooperation with Tajikistan is based not only on humanitarian feelings, but also primarily, on pragmatic interests. They realize that cooperation with Tajikistan is advantageous for them in every respect.
Tajikistan nowadays is planning to construct with the cooperation of its partners many strategic objectives, which will not only bring good dividends for Tajikistan, but for all Central Asia countries and the entire region. They are international roads, which could be the renewal of the Silk Road and also are going construction new very powerful Hydropower stations such ROGUN, SANGTUDA-1 and SANGTUDA-2, which can change situation in Tajikistan and in the region in the matter of energy security.
In this particular sphere India could be a very consumer market for Tajik energy and Tajikistan is ready for close cooperation with India in this strategic sector. A few months ago we started to cooperate with India in energy sector. The Governments of the Republic of Tajikistan and the Republic of India signed Agreement of mutual understanding in energy sector and two very famous Indian energy companies, like Bharat Heavy Electrical Limited (BHEL) and National Hydroelectric Power Corporation Ltd. (NHPC) ready for the reconstruction of Hydropower station Varsob-1.
The Embassy of the Republic of Tajikistan in the Republic of India from its side always is in contact with business community of India and during conversation with them informing and inviting them to Tajikistan for the investment and close cooperation. Today you have grade chance to be in Tajikistan and work there.
The Laws «On state protection of support for private business undertakings in the Republic of Tajikistan», «On foreign investments in the Republic of Tajikistan», «On foreign economic activity», «On joint-stock companies», «On leasing», «On concessions» provide the protection of rights, interests and property of foreign investors, create stable legal base for integration of the economy of the republic to world community, stimulate the participation of investors in privatization of objects of national economy.
Now we are witnessing the major changes in political, social, and economic life of society in the Republic of Tajikistan. Year by year, step by step, the life of our people is improving, and the most important, the Government of the Republic of Tajikistan has a strong and firm will to extend this process.
Our independent state from the early steps has clearly stated its intention to ensure sustainable development of the national economy and improvement of the lifestyle for its people based on implementation and development of market economy mechanism.
The registration order of joint enterprises and of other forms of ownership was simplified. About 300 enterprises are functioning under support of foreign investors. Today, the most important investors into Tajik economy are the companies from Russia, China, Canada, USA, India, Great Britain, Korea, Germany, Switzerland, Italy, Hungary and others. Among such companies are Nelson Gold Corporation (development of gold and silver fields), Gulf International Minerals (development of gold deposits), Russian Joint Stock Company «Common Energetical Systems of Russia», Credit Swiss First Boston (futures cotton contracts), Kabul Textiles and Adjind International (textile production). Such large enterprises with common capital as «Zarafshan», «Darvoz», «Aprelevka», «Javoni», «Kabul-Tajik-Textiles», «Rishta», «Khujand pekijing», «Marmar», «Obi Zulol» and others are successfully operating in the Republic.
At the end, I would like to congratulate people of the Republic of Tajikistan and people of the Republic of India on the occasion of the 15th Anniversary of the establishment of Tajik-India diplomatic relations. I hope and wish that by the common interests and bilateral efforts we could bring to each other progress, prosperity, peace and economic development for our people and our countries.
